Hi Paul,
We had a problem like this with a iMac G5 and we concluded it was a logic board issue.
It took a long time to boot and lots of red dots appeared on screen before it froze.
Try running an Apple Hardware Disc to see if your logic board is broken

Can I use the monitor from the G4 iMac without the logic board by make another base and connector to connect to say a mac mini?
Used Apple Hardware Test CD and all passed, Ram, Logic board. Still the video screen has lines and jumps but I can see the Desktop and work ! What next?
Sounds like the video cable or screen- (laptop screens do this all the time) if replacing the screen is beyond your ability sounds like you may have a "parts" box.

BTW you can buy a just an LCD screen many places online once you have the pertinent data off the back of the display.
