Ipod Touch 2nd Generation won't power off

When I press the power down button I get the vlume level across the screen and it won't power down, I have restored several times and still no joy. I also have no internet wifi connection. The touch is running the 3.1.2 software.

Any pointers ????????

Have you tried restoring to OS 2?

OS 2 ? what is this , different software ? No where would that be located and how do you restore from that ?
