My Sister has a Ibook G3, when you turn it on you can hear the apple chime but the LCD do not show anything on the Display. and when she try to turn it off she has to take the battery out to keep it off. How can I fix this problem.

It sounds like it has the infamous Graphics Chip separation issue.. this affected mostly the 800mhz and 900mhz ibook G3's Truthfully, its time to consider replacing the computer.. as it not worth even the simplest of fixes..

I think that sunrisetech is right but before giving up just connect your ibook to an external monitor and check if you have video on the external. Could be a display lightning problem too.

Both are valid but try turning it on and leaving it for several minutes, it might just be a lag in the display turning on.
