When I replace the 3G PCB Module(820-2546-A) I get an error message?

My question is I removed the 3G module from a iPad 3G with a broken screen and installed it into an identical iPad 3G. Upon turning it on it says it needs to be activated. So I go through the steps of activating and end up with a error message that this device cannot be activated because the ipad cannot be recognized. I even did a factory restore. I then uninstalled and reinstalled the 3G Module back in the broken screen ipad to see if it still worked and It did. So I attempted this again and received the same error message. My question: is this normal? is the communication board only linked to the original logic board?
