iPad will not get charge

History

I received an iPad from a customer with seemingly dead battery. I have replaced the battery and he iPad power on ok. But does not charging, iTunes recognizes it, connected to the wall ok, but the battery is slowly discharging. I have tried with another new battery and the same issue occur. I have changed the dock and is the same. It shows 62% (and discharging) with the symbol of full load. help please.

I do know if there are to many apps running in the background, the battery will drain even when it's plugged in.

Yes it does. There is no apps running in The background. I guess The batteries are bad. I Will try with an original battery taken from another iPad.
