Will not power up from ac or battery

a month ago I purchased a dc-in board to fix a power up problem. after that install it would power up from ac but not from battery. I have been leaving it turned on but in sleep mode. Last night we had a power outage, I don't know for how long. This morning I tried to power it back on. It will not start up from either ac or battery. could it be the dc-in board again? I purchased the first dc-in board from ifixit.
