iPhone 4 won't charge even with new battery and charging dock

I went swimming in the ocean with my iPhone 4 recently and after drying it in rice I sent to this guy to be repaired he replaced the battery and screen. The phone worked great Except when u plugged it in it said it was charging but it really wasn't. The phone slowly dropped from 17% to 5%. I gave it back to the guy to replace the charging dock but it still didnt work. He said he tried 6 different batteries and 4 different charging docks but to no avail. Please help. Thanks in advance
