Water damage iPhone 4s boots for 1 second.

Hello
I have a water damaged iPhone 4s.
I doesn't turn on but if plug the cable in the apple logo appears for 1 second and it immediately shuts off. Then it will reboot every 10 seconds.
What can be the issue?
