Why does my Mac Mini Wont Startup?

History

My Mac Mini wont startup, I connect the AC adapter and it doesn't even turn on the internal air blower, I opened it and measured the voltage that the AC adapter was giving me and it was fine, but I push the power button and it wont start, these are the symptoms that I have:

1.- No power up

2.- Internal air blower does not starts

3.- AC adapter is working fine (voltages were verified)

4.- I tried swapping the DDR's and Intel Solo Processor, with my brothers mac mini and mine didn't worked and the other didn't fail.

I hope someone could help me try something else, maybe a damaged IC, or something else,
