My touch screen has stopped working,how can I fix it?

When I tried to unlock my phone in morning,the touch wasn't working.So I restarted the phone and again the touch wasn't working,I repeated this for many times,but I faced the same problem. There is nothing wrong with the display.So is it a software problem where the mobile has got hanged , and if it is then how can i fix it , as it is a fully touch mobile. If I try to format my mobile and then install software,how is it possible without touch screen working in a full touch mobile without keypads ?
