You can't do anything about it. It won't work on verizon ever and the baseband is only for the CDMA network so good luck getting it to work on anything else. Maybe you can get it on Cricket or some other prepaid carrier that doesn't care about the ESN being blacklisted.

You can't unlock CDMA iPhone, you can unlock only GSM (SIM).

If it's iPhone 4S - then it supports both CDMA and GSM (via micro SIM) thus it can be unlocked.

AN IPHONE 4 CDMA WITH BAD ESN can indeed be used, simply by it being "flashed" to another carrier. Flashing allows you to use your phone in another country with other CDMA compatible networks, or simply choosing another carrier within the United States e.g. Cricket**. Thus flashing the phone does require a "JailBreak" an app named "Cydia" Cydia allows you to by-pass Bad ESN and passwords and still make your phone use full. I have been told that Jailbreaking makes your phone slow, but if you desperately need a phone you should be able to deal with that. Its also been reported that the more apps you get will slow down your phone.
