Volume Buttons not Working

After several repairs on this iPhone, the volume buttons do not work. The weird thing is that the vibrate switch works and i know they use the same ribbon, so I have no idea what to do. The volume buttons push in, just do not work.

In sound settings make sure that "change with buttons" is on.
