An OS not found message would indicate a HDD failure. You must have a boot drive to start the computer.

You can create a USB boot drive with Windows or Linux. You can search "usb boot drive" for the proceedure to do that. You will need a USB flash drive of at least 8GB to do that.

The Linux boot drive will actually run Linux. The Windows boot drive is to install Windows and won't actually run the Windows OS.

You may be able to fix the HDD doing a clean install of Windows, BUT any files you have on the drive will be gone.

With a Linux boot, you may be able to recover files if Linux can see the HDD. However, depending on the failure, it may not register and everything is lost without a backup.
