Google account can't sign in
I can't download apps from play store.

Can you sign in online to your Google account using another device?
Check to see if the Play Store app needs updating.
Open the app and tap the Profile icon in the top right, tap Settings > About > Play Store version and check if there's an update available for the app.
If so tap on the link and follow the prompts.
Once it has updated try downloading the apps you want from the Play Store
