Will not start up

iMac 20" Intel 2.4GHZ EMC 2133
Led #1 lights.
When I press power on button all LEDs flash on then go off immediately. Pinout voltages are:
Pin 1 2 3 4 5 6 7 8 9 10
Standby 0 0 0 0 2.63 0 0 0 12.16 0
ON 0 0 0 0 0.1 0 0 0 0.1 0
All ON voltages go to 0 after a few minutes.
Replaced Power Supply form iFixIT and same results.
Read all Answers on iFixIt with no answers to my problem.
You said you read all the answers, but did you see Mayer's and RichDave's Answers? If you're only showing LED #1, it means the logic board isn't getting proper power or that maybe something is shorting?

I have read that about ten times and I still don't understand. HOW DO YOU VERIFY THE LOGIC BOARD? Also the Pinout voltages do not agree with the info from iFixit. # 8=0 & #9=12.16. LED 1 is only on till I push the power button then #1,2,3 & 4 flash and all go off. LED 1 does not come on again till I disconnect the power cord for about 10 minutes before I plug it back in.
