Device will not turn on - Genius directed power IC?

MacMini will not turn on. Genius Bar tried a known good power cord. Determined power IC was bad - how do I replace it?
How did this "genius" determine it was a power IC? What are your symptoms, sounds lights?

There are no sounds or lights. I scheduled an appointment at the local Mac store with the Genius Bar. After waiting 1 hour past my appointment time, the 'genius' tried a known-good power cord with no different results. He then looked up info on his computer and quoted $400 to replace the 'power IC board'. I want to repair the unit myself but do not know exactly what to order or where to get it.

Call this dude back up and ask if a power IC board and the power supply are the same thing because the genius has me baffled with his BS.
