What is the model number of the washer?

It sounds like there is a problem with the cold water inlet solenoid valve, not shutting off when it should. The solenoid valves are electrically operated but are mechanically closed and held closed by a spring. If the water is still running when the machine is turned off, shut off the water supply to the washer until it is fixed.

These solenoid valves when they go faulty have to be replaced as they cannot be repaired.

Search online for F & P (insert model number) parts to find suppliers. Hopefully some may have parts diagrams to show where the valves are located in the machine. I say valves because with some washer brands and models the solenoid valves come as a set i.e. hot and cold and cannot be replaced individually. Just so that you’re aware that it may be the same for your model, but maybe not.
