Powers on fine but does not broadcast

I have a broken airport express I bought off eBay here, originally thought it was a power issue, but when I received it it powered on just fine.
However, it does not show up in airport utility, neither wireless nor via ethernet, and resetting does nothing.
Any ideas or has anyone experienced this before?
Edit: I should add that the light is amber, and when I press the reset button it flashes.
