The first thing to do is take it apart and inspect it. Try this guide:
and then let it dry for a couple of days. A iPhone 4 battery is cheap so I would try that first.

Nope it does not boot up if i connect it to iTunes, it just gives the iTunes symbol and a USB cable . Thanks
Here is what I would do if I were you. Call Apple and set up a repair/replacem
asle,
Yeah thats what i am going to do ! I am thinking of sending it to my friend in Canada so that he sends it to the apple store , but i am concerned about the sending it and paying the shipment fee(which is rather high here) and then apple rejects to replace it . Anyway i am going to give it a shot ! its worth doing it ! it would be great to get a new iPhone even if its refurb. ! Thanks for the info bro !

How do you remove all the dirt and corrosion?
Get 99% Isopropyl alcohol, take the phone apart and let it sit in it for a day or 2 to clean off any gook and let it dry throughly,
I cannot think of it, but there are 2 types of water(ironic, I know) that will do this, I don't remember what types
NEVER put the battery in no matter what, you may short it and it may work!
In regards to the screwdriver, it will need a Pentelobe screwdriver, I do not think radio shack sells that, but they sell the phillips you need, water sensor wise, there is one in the headphone jack , one in the dock connector, some in the phone
Here is the water damage guide
and the pentelobe screwdriver
Also, IPA stands for isopropyl alcohol
When you asked about accessory and why I am afraid if apple, I thought I would take a few minutes to explain now when I should be in bed, so that version of accessory means I helped you do something illegal and I knew that, so the court can potentally get a warrant and track our IP addresses, come to our houses and take our computers, heck, we might even be in jail
*I do not claim to be a lawyer, I found this out on google so if you want proper legal advice, do not ask me, call a lawyer and ask them, they went through law school and know a lot more about legal stuff then I ever will*

iPhone 5-Point Pentalobe Screwdriver

So? what should i do ? i really need help guys ! i would be so happy if you helped me out , since i don't have an apple shop in my country (lebanon), and i don't have an idea about opening an iPhone .. I don't have the right tools :S
I didn't get it , what should i do then ? please can you speak something clear since i don't know how to make the sensors white nor what is IPA .. Cheers

Hi
definitely putting in rice will not solve your problem.
If it is still under warranty take it back for a replacement.
If not send it to a qualified repair tech. This phone will have to be
disassembled cleaned up, restored and some parts will need replacement.
Sorry.
Have a niceday.
Bahij, I would start of with this Guide After that I would most certainly change the battery. Water and the batteries do not get along at all. Reevaluate when you have this accomplished. foolow the guides listed on the right hand side of this page to get to your battery. They also sell the proper tools on here. There of course is also the possibility that it is not your battery but your dock connector. Anyhow, follow the guide, change the battery and recheck
oldturkey03,
Bro i live in Lebanon and they don't ship the tools here to Lebanon i don't know why . I am scared that the logic board might be damaged . i took it to a local store here in my country , he told me that its totally immersed in water and is dead forever , but i am not sure , cause here they don't have much experience in iPhones . Regards
Bahij,
Even so it has been totally submersed, there is no way I would give up on it. Still follow the guide. Have you contacted ifixit for the tools and see if they ship to Lebanon? If not may be somebody could help you out from here and send it to you.
oldturkey03,
I was thinking of sending it to my friend in Canada , I heard that apple replaces water damaged iPhones if we pay an out of warranty (OOW) which is 220$ + tax in Canada , and i think if i disassemble it they won't replace it . do u have any info about that bro ?
Bahij,
I do know that the program exist but " For example, an iPhone that has failed due to damage or liquid damage is eligible for Out-of-Warranty service. However, certain damage is ineligible for OOW service, including catastrophic damage, such as the device separating into multiple pieces, and inoperability caused by unauthorized modifications." So it is still Apples call if you are going to get it fixed. At this time you do not have anything to lose. I suppose. Go give it a try. http://support.apple.com/kb/index?page=s...
oldturkey03,
Yeah i will but you know that if i have to send it , it will cost me the shipment value which is 100$+ via DHL , so i have to be 100% sure about it before i send it , the reason i posted here is to see if any pros here knows how to fix my iPhone , so that i don't pay 200$ shipment (sending/receiv ing) and a 200$ also for apple there , so i thought that fixing it would be like 100% a better choice , but i am not sure if it can be fixed or not . Regards
Bahij,
Like I said before, all the guides are on here and people in this forum are not employees or even connected to ifixit. We are just normal everyday users of devices with a bit more practice or experience than others. But, nobody can say for sure if it will work. The cost for a battery and the tools should not be to expensive, even with shipping. You can, and should, always reevaluate. Even if you would purchase a new logic board from somewhere, you still need at least the battery. Right now you are looking at $300 to get it send off, still not knowing for sure if Apple is going to repair it OOW.....anyhow, your call. Let us know how things develop.
oldturkey03,
Okay man , thanks for the info , i am going to try to get the tools and the battery,do you live in turkey?we have radio shack here in Lebanon do you think he has the tools and the battery ? Thanks bro !
Bahij,
bahij, i'd follow oldturkey's advice about taking the phone apart and using the alcohol before any corrosion can set in. the quicker you can do this the better. Your problem of rebooting is most likely due to a bad battery (as oldturkey says) for the parts and tools try ebay. there is a guy who here has repaired his water damaged iphone 4 who lives in israel (I know you live in lebanon, but he may have had some contacts who ship to your country) called shai ..try contacting him. http://www.ifixit.com/User/325128/Shai
pollytintop,
Yeah, about that , ebay doesn't ship to Lebanon also sadly ,i guess i am going to try getting the tools from here , but i will use your assistance later when installing the new battery , i just wanted to know that what is the maximal damage that could a water damaged iPhone be? Is it maximum that the logic board gets fried ? if that's the case then not all is lost (i hope ) . Regards
Bahij,
That is correct. Usually it is the last thing to get damaged, but also the most expensive. The way I change parts for the troubleshooting is 1. battery 2. dock connector 3. LCD/touchscreen if not working last logic board. Hope things work out for you and if you have trouble with the tools or parts, let us know. May be we can assist with that as well. By the way, "IPA" is isopropyl alcohol" and the pentelobe screws are 5 "stars" versus a Phillips being 4 (I know there is more to that but that is it in a nutshell) if you really need to know, do a Google search ;-)
oldturkey03,
Hey, i have the same problem! Did you fix it?
Arnoud,
No i didn't :( !
Bahij,
Yeah cool , but do you know how much is the logic board ? and where can i get one ? Then i have pentelobe screws , i am going to try to change the battery but i don't think the LCD is damaged since the touch screen worked fine . Thanks again
Bahij,
a logic board is probably as much as the phone. clean first, dry for a few hours. put it back together and see what works..don't buy anything apart from a new battery until you know! we say this because we have repaired water damaged phones, oldturkey is giving you great advice!
pollytintop,
The logic board is for 700$ ? I am not going to do anything until i send it to apple and if they didn't replace/repair it , then i am going to try what you guys said.Cheers
Bahij,
That sounds like a great idea. Start there and see what Apple says. Then make a decision how to proceed. Wishing you the best of luck...
oldturkey03,
Okayy Thanks bro for everything <3
Bahij,
Guys i just remembered something , which is that my iPhone is factory unlocked, if i gave it to apple in Canada will they replace it (if they did) with a factory unlocked one ?
Bahij,
This might be best answered by our Canadian friends for sure. It does look like they are unlocked...http://reviews.cnet.com/apple-to-sell-un....
oldturkey03,
