What browser are you using? I've seen this behavior with Internet Explorer(64 bit). Adobe doesn't yet support 64 bit browsers. http://kb2.adobe.com/cps/000/6b3af6c9.ht...
There could be a couple of causes here. The two Id look at first are: In Internet Explorer go to Tools, Manage Add Ons. In the Drop-Down Box Marked Show: Select All Add Ons. Make Sure the Shockwave Flash Object is Set to enabled. In Internet Explorer go to Tools, Internet Options. Click on the Security Tab. Click Internet. Click Custom Level. Look for the Following Settings: Download Signed ActiveX controls. Prompt Run ActiveX Controls and Plug ins. Enable If you dont feel like looking for those settings, you can click Default Level on the security tab. This will reset all of those settings. Hope this helps.
eric,
What operating system do you have? What version of Flash player do you have?
