Seriously, sometimes it's just AT&T's network having issues, especially if you hangup and try again, and it works just fine. This happens to me quite a lot.

your microphone may be bad or disconnected, i believe that ifixit has a guide for this.

If the microphone is indeed bad, you'll probably be better off buying a whole new dock assembly. Unless you possess mad soldering skillz, you'll find it hard to get everything to go back the way it should.
