Why can't I download live updates?

I can update my old xbox so it is not my connection. My new xbox 360 slim will not download live updates nor will it allow me to install through the USB port or the DVD. I have removed the firewall from my router. I have plugged directly into the modem. I have reset to factory settings. I have also tried to transfer games to no avail. I am 3 months out of warranty.
