What do I do to my phone to make it work again?

I was out yesterday and it began to rain. I had my phone in my jacket and it still ended up getting wet. But it was fine so I didn't worry about it at the moment. Later on that day my phone would turn off, turn on to the HTC screen the turn off. that happened for about an hour or so then just gave out, guessing it ran out of battery. Got home tried to charge it but the orange light that indicates it's charging wouldn't glow. But the phone did start the process of turning on and off again. i left it in a bag of rice hoping it would fix the problem but it still wont stay on and pass the HTC screen.

Make sure the phone is completely dry.

The most important thing is keeping the motherboard avoiding water damage. You'd better to disassemble the phone and wipe the water drop. And then put the spare parts into rice for several days.

If it is still can't turn on or can't charge after totally dry, it may be the charging port flex cable or battery or charging ic or motherboard is broken.

You can try to replace a new charging port flex cable or a battery.

Replacing the motherboard should be considered as the last resort.
