iMac will not fully boot

So I've replaced the psu on this guy, and the logic board. I get 2 lights on boot for about 20 seconds, maybe more, then I got all 4 lights and the screen turns white. No post sound. All white screen, no grey Apple. Any idea what that means when you get all 4 lights green but still no boot?

PRAM zap yielded no change in behavior, but it did reset from doing it (got a black screen, booted, then all white screen.)

Ideas?

Faulty, corrupt or incompatible OS. Try booting to an install disk or doing a Repair (command-R) boot.
