lines on screen just after sliding to turn off

Hi

I have two horizontal that appear on my screen but only when I turn the mini off the rest of the time the screen is fine. They appear at the location of where the cancel button is just as the device shuts down.

has anyone had this problem before? would a replacment screen fix this or is it a hardwae problem on the mother board
