MacBook air is not turning on
my macbook air is not turning on its all the way charged but not working!

Hold the power button down for more than 10 seconds, if it's hung it should reboot. There's a chance this could still be under warranty. If there's a Mac Store near you I'd have them look at it.

Do you get anything on the screen? Are you hearing the start up tone? How long have you had the machine?
