If your getting to the 15% mark on the download everything seems to be fine on the Flash drive end and it's partitions. I would try to re-image the windows 8 software all over again and re-install on the Flash drive. Something might have cause a few of the files to go corrupt during the imaging process.

I have come to realize after using memtest that I have faulty ram, my conclusion was that this is causing the installation to fail? Could this be? The problem is this laptop has onboard ram so I cant replace or repair it. Is there any suggestions other than buying a new motherboard?

try going into bios /security/secure boot control and disable.

it's secure boot that's giving you the problem.
