top pulleys work but the bottom won't budge
I just put on a new pulley system in the front of the mower...I guess the main one. now when I try to engage the blades they won't turn. like they are bound up against something. or to tight. the top pulleys work but the bottom won't budge. what is wrong?

miriamssong, you replaced all the pulleys on your deck? Did you also replace the belt? Do the pulleys move without the belt?
