How to fix a frozen half of sony cybershot dsc-s700 camera lens cover?

The Sony cybershot DSC-S700 camera fell lens-side down when it was off. Since then the lower portion of the lens cover is permanently retracted. The upper portion functions as it should.

I would like to fix this so that the entire lens surface is properly protected.
