My Samsung GS2 don't read IMEI and SIM card

I hired a data packet and told me, people of Telcel in Mexico, that "turn on and turn off the cell phone" but later, i was told to do it in a very strange ways, so I am not a expert so i did. After that day the cell phone have a bug and not reading the SIM card and then I realized I had not configured IMEI code. I saw information on the internet and i saw that so many people has the same problem. The issue is, as set you up the same IMEI. The SIM card reads ok in a other cell phones, without problems.

Please help me....
