Cuisinart CPC-600 won't indincate that it's plugged in?

Cuisinart Electric Pressure Cooker CPC-600
I just can't find a schematic anywhere. There's no sound or light indicators.
Usually when the thing is plugged in the two seven segment LED's show 00 (time) and the top left cycle LED is on. It may even beep.
I opened it - not a whole lot to it - two boards:
The main board has a transformer, a relay (heating element control), a hand full of resistors, 5 diodes (1 small glass, 4 larger plastic), and two small transistors (S8050 & 9015) and one larger transistor (7805?).
The controller board has the LEDs, buttons, ic, resistors, caps, and 4 transistors (three 9015 and one S8050). Nothing was obviously wrong.
Internally -
I thought there would be a regular fuse - but no - there is something attached to one of the power wires but it does have continuity - so I guess it's good.
120v is getting to the main board - directly to the transformer and to a relay that goes to the heating element. The other side of the transformer is putting out 12.8vAC.
Each trace from the transformer goes to two diode pairs. When I measure across the pairs I get 16vDC. Which goes to the larger transistor (voltage regulator) which is putting out 5.11vDC.
The wires that go to the control board are:
black- goes to a cap on the main board which is connected through a resistor to the base of a small transistor. Not sure what it does.
red- 5v from voltage regulator - goes to the control board and directly to the emitter of the small transistor mentioned above (and base through a resistor).
blue-goes to some sort of device (120kOhm) that contacts the bottom of the cooking vessel - (temperature sensor?) - 5 volts go to the other side.
yellow - pressure sensor
green - pressure sensor
brown - pressure sensor
The brown wire changes to red on the way to the pressure sensor which has two sides - I'm guessing a high and low pressure sensors connected to the yellow and green.
white - 16v
The IC (RD8F01AD1001 10852 K2T1D) - on the board itself has squares drawn where the legs go through - the square directly left of the notch is filled in white.
I connected the black lead to the negative side of some LEDs and to pin 1 of the IC and got neg(-)5vDC ?!?
I should understand all of this but I'm having a moment and need help troubleshooting
