iPhone 3GS the screen remains blue

My daughter's iPhone 3GS can be charged, a blue light comes on and the screen stays blue. calls come in but go straight to VM. After lettig it charge for an hour the screen remains blue. The phone is in a protective case, there is no damage to the screen, there is no water damage to the phone but she did admit to dropping it about a week ago and started to act up today. If any one has a suggestion of what can be wrong it would be greatly appreciated.
Hi, I would suggest u open the phone and see if there is anything wrong. Pls be careful and real slow when disassembling the phone. Write back how it went. Good luck.

Thank you for taking the time to respond. I will have to buy the tiny screw driver I will need in order to open the phone. What exactly is it that I should be looking for?
