My phone won't stop restarting, can it be fixed?

I have searched everywhere for an answer. Here goes,

I bought an iPhone 4 used from someone. A few months passed with no issue until one night it won't charge. Come to find out the previous owner may have messed with the hardware inside. Currently,the phone continues to restart and shut off. Apple logo and onto the iPhone start up screen. Can I be helped?
