Why can't I turn off my PS Vita?

History

When I try to power down my PS Vita the screen manages to shut down but the blue light stays on. Then when I do the 30 sec power button restart, and choose any of the options, the Screen goes off again and the blue light stays on. After opening the device the only way I can shut it down is to disconnect the battery every time.

I do not understand is once you actually got off the PSVita, as said in the description, contrary to what you say the main question, you reconnected and the problem persisted? Vc tried 30 secs to shutdown again?
