Mikuni Carburetor supplying too much gas to start engine?

I'm working on an old Generac G2600 generator (model 8836-0) with a Kawasaki FA210D-AM80 engine with a "float-type" mikuni carburetor.
Compression is good. Spark is good w/ new plug.
The engine starts with a shot of starter fluid. It also starts if I pull the gas line and have little gas in the carb.
Once it starts, it runs okay until it runs out of fuel.
If I leave the gas supply connected however, is seems to be way too rich, and the engine won't fire.
I've adjusted the float, replaced the float value and checked that it does indeed stop the gas flow.
All of the jets and passages appear to be clear.
Any suggestions would be welcome.
