Repeating switching from Apple to loading screen?

Whenever my iPod Touch dies and I go to charge it again, the screen will continuously switch from the Apple icon screen to the loading wheel screen to the unlocking bar screen, and reset itself repeatedly.
Occasionally it will let me unlock the bar, but it takes a long time to open up and I cannot go into any Apps.
I have tried restarting it and restoring it on iTunes and the same results pop up.
