phone settings lost after reboot

My Motorola ME865(Android 2.3.6) lost its settings after reboot. meanwhile, after refresh, the phone reset to a "CERTAIN" state, the removed apps restored, the newly install apps gone. I tried to flash it , it shows success, but as a fact, the flash failed.

Anyone who has any idea what's wrong with my phone? Thanks.
