Why is my 14.5 hp motor only turning over one time

my motor is only turning over one time. I havea new battery on it and just had the valves set. what else could it be?
can you turn it freely by hand? Who set the valves? Does it turn over with the spark plug removed? why were the valves adjusted? What trouble, if any, did you have with it before?

yea it can be turned freely I had em adjusted because my other mower done the same thing and I took it to this older man and he fixed my other mower but this one is not the same the plug is new as well. I can put my battery charger on it and jump it but I don't want to burn my new battery up.
