High CPU with NO USAGE
I have this problem that shows up occasionally, it usually fixes itself after a few days. My CPU usage is at like 93% system usage when it only has finder running.
Safe mode is totally fine

Use the Apple 'Activity Monitor' app to isolate out what are the running processes when this is happening Vs when it's not.
Have you run Software Update to make sure your OS is current? Do you have any anti-virus app running which could be sweeping thru your files?
There's other possibilities as well like Malware or messed up application
when i open up the activity monitor, there is no tasks that take up the cpu % Im going to try to get an antivirus to check it out
Did you click on %CPU column, so the highest user is listed on top? Leave Activity Monitor running and visible on your screen and just wait till the you note a performance problem then click to make the screen active (if it's blocked). A quick look won't tell you whats happening, if thats what you did.
