water damage, not working 3G, but GSM Ok

Fell in pool iphone 4. Took in to the service (i am from Russia), they said that it losses network and fixed the signal amplifier, the network has appeared, but only GSM. 3G network is displayed, but when the Internet connection i see error "no access to network". All other functions is work.

Anybody know, how fix it?
