Can't install operating system on my Mac mini new hard drive?

I just installed a new hard drive on my mac mini G4 and now I cant install the os, either 9 or os X. I have the disks.

Chosen Solution

Start from the Installation disk by holding the "C" key down. On the second screen the pull down menus will appear at the top of the screen. Go to Utilities. Pull down to "Disk Utility" and format the drive. OSX extended journaled will be fine. Now you can continue with the system installation. When finished reboot from the hard drive and go under the apple in the upper left hand corner to "software update". Download and install the updates. Repeat this till there are no more updates. That's it.

What you need to do is insert the OS X install disk into the optical drive and hold 'C' while starting up. This will boot from the install disk, which will walk you through the process of installing OS X.

I have a g4 mac mini. I have tried to install morphos. I held down the c key. But instead of installing. I get a ↻and ↦ symbols what do it means
