Softener dispenses too early in cycle

Frequently I've found that the fabric softener seems to trickle down into the washer as soon as the wash cycle starts, instead of waiting for the rinse cycle to dispense. Any suggestions as to why this is? I've cleaned out the dispenser tray thoroughly, and don't see any obvious cause. Has anyone else had this issue? And if so, what did you do to resolve it? Thanks.
