Wont respond when I try to change AWB, shutter speed, etc

whether I'm in manual mode, AV or TV, i cant get the camera to respond when i turn the main dial. Also nothing happens when I press buttons for ISO or WB. Finally, when I go into Menu for shooting, theres no option for RAW, AEB, WB-BKT, Custom WB or parameters. Batteries and camera are old but batteries take a full charge. Camera works fine in Ayto mode.
