I can't turn off Manner Mode

I have tried to disable Manner Mode by using the* key as instructed in the User Guide. The Manner Mode icon will not be displayed after "Normal Mode" is activated but the phone still vabrates and will not ring when called. Verizon tried but was unsuccessful in solving my problem
