Main back camera doesn't work after replacing glass/digitizer

I replaced the glass on my iPad 2 which had shattered. I also replaced the power button/volume flex cable and wi-fi/bluetooth cable which I messed up when I opened up the ipad (rookie mistake!!!). I put it all back together and everything works fine, except for the back (main) camera.
I originally thought the camera didn't get plugged in good, so I opened it back up and re-seated the camera. Same result. When I open the camera ap, the picture of the shutter never opens. I've also tried the camera on other aps, and similar result. The front camera works, but not the back camera. Any ideas on what I can try next?
