Used to be able to access iTunes Store, but cannot anymore.

Win 7 HP Laptop, used to be able to access iTunes Store, but cannot do so anymore.
I have deleted (As recommended by Apple Support) the previous instance of iTunes, in the SEQUENCE they stipulated and re-installed iTunes TWICE already. Still cannot access iTunes Store -
I can see and play my previous purchases/downl
Also not able to sync wirelessly with my iPad/iPhone
