iPhone 4 New Battery - Slow/No Charge

I just replaced the battery in my iPhone 4 - with the old battery the phone would not even turn on. As soon as I put the new battery in and plugged the phone in it turned on. I have noticed that it is charging very slowly and after taking a couple pics the phone shut off. It has been plugged in for half an hour and has still not turned back on. Suggestions?
