How do I know that the power management IC chip needs replacing?

Text:

My iPhone 4 died. The battery is drained and when I plug it in the area around the power management chip get too hot to touch. The battery does not appear to charge either.

Is the power management chip burnt out? Does it need replacing or is it another issue?
