Switch from 1,5GHz core solo to a 2ghz core 2 duo

I bought at mac mini core solo 1,5 ghz (2007)and would like to stream internet hd video (nba.tv for exemple). The quality is quite bad and I am wondering 2 hing:

1) would the quality be better with at 2ghz Core 2duo CPU

2) can i change my Core solo 1,5 GHZ with a 2ghz core 2 duo.
