Why is my 2nd hard drive no longer getting power?

About a year ago, I replaced my optical drive with a second hard drive. Everything has been working smoothly, but recently, the hard drive started acting up and I decided to replace it before it died completely.

I installed the new drive into the adapter caddy, but ever since, it won't show up. I started up with the case open to determine that the drive is not even powering on.

I swapped the optical drive back in to confirm that IT still works and it does - spins right up. I've tried several different hard drives (platter and SSD) and all of them fail to power on. I replaced the caddy - same result.

I figure the next step is to replace the connecting ribbon cable, but am reluctant to throw more money at it if someone can shed light on another area for me to try.
